Board of Directors Meeting Summary
The following action items passed by majority vote during the regular meeting of the Sanitation District No. 1 Board of Directors held Tuesday, October 19, 2021.
Master Service AgreementThe SD1 Board awarded a Master Service Agreement (MSA) for real property appraisal and acquisition services to four firms at the hourly rates submitted with each proposal. The term is for one year with the option to renew up to three additional one-year periods.
SD1’s approach to procuring professional services is based on the establishment of MSAs. The selected firms will provide services to SD1 related to acquiring real property in support of its Capital Improvement Program.

Banklick Creek Regional Wetland: EQ Basin Sediment RemovalThe SD1 Board awarded a contract for the removal of approximately 2,000 cubic yards of accumulated sediment from the EQ basin located within the wetland site. This action is part of the ongoing maintenance of the basin to restore the site to its original design and functionality. Hastings Excavating LLC has been contracted to perform the work at a cost of $74,400. A grant received from the Kentucky Division of Water (KDOW) will provide a 60% reimbursement of the costs associated with the maintenance activities.
The project supports the Consent Decree and MS4 regulatory requirements and will improve water quality in the Banklick Creek in furtherance of SD1’s Environmental Stewardship goal.

Western Regional Peracetic Acid (PAA) EquipmentThe SD1 Board awarded a contract for installation of a PAA storage and feed system to Pelton Environmental Products, Inc at a cost of $61,530. The PAA system will supplement the UV disinfection process used at the Western Regional Water Reclamation Facility (WRWRF) to treat wastewater to meet regulatory requirements.
The use of UV disinfection along with the paracetic acid treatment work together to optimally treat the wastewater at WRWRF.

Odor and Corrosive Control ServicesThe SD1 Board awarded a one-year contract, with the option to renew up to two additional one-year terms to Evoqua Water Technologies for odor and corrosion control. The contract includes all necessary equipment, materials, chemicals and technical personnel need for the odor and corrosion control program at all pump stations, the Dry Creek wastewater collection system as well as at other SD1 facilities.
This odor control program is considered a customer service function with the goal of eliminating odors beyond the fence line of the pump stations and package treatments plants. The control measures will also work to protect the infrastructure from corrosion.

Bullock Pen Creek Watershed Master PlanningThe SD1 Board awarded a contract for the Bullock Pen Creek Watershed Master Planning to Strand Associates, Inc. in an amount not to exceed $221,243. Strand Associates, an SD1 Engineering Planning MSA holder, will take a holistic approach in its study of sanitary sewer overflows, overland flooding, and stream bank erosion within the watershed.
This new holistic approach should result in a more efficient execution of improvements across the watershed rather than isolated localized improvements.

Reservation of Sanitary Sewer Capacity RequestsFour new requests for reservation of sanitary sewer capacity were approved by the SD1 Board.
The reservation of capacity program provides SD1 with knowledge of development, an opportunity to assess system capacity, track committed capacity in balance with system operations and capital improvements and provide developers assurance of capacity. This process benefits the communities served by SD1 by providing planning tools for economic vitality.
