The following action items passed by majority vote during the regular meeting of the Sanitation District No.1 Board of Directors held on Tuesday, September 16, 2025.

  1. Acceptance of the August 19, 2025, SD1 Board of Directors regular meeting minutes. 
  2. Awarded a contract for the Collection System Rehabilitation CIPP Lining to the low bidder, Insituform Technologies, at the unit prices submitted with their bid for a total of $7,669,625.71.
  3. Awarded contracts for the Collection Systems Renewal & Emergency Services to both proposers, a Primary contract for all scopes to Larry Smith, Inc. and a Secondary contract for all scopes to Rack & Ballauer for the unite costs submitted in their proposals.
  4. Awarded a contract for the Professional Services for the Fowler Creek Sanitary Sewer Upsizing to the proposer whose proposal is the best value for the District, Mason Carr, for the unit costs submitted in their proposal for a total of $246,523.00.
  5. Awarded a contract for the construction of the Licking River Siphon Phase III Sanitary Sewer Upsizing to the low bidder, ConnHurst LLC., at the unit prices submitted with their bid for a total of $1,931,257.00.
  6. Awarded a contract for the Taylorsport & Allen Fork Pump Stations Upgrades to the low bidder, Ohio Valley Electrical Services, Inc., for the total submitted with their bid for a total of $945,700.00.
  7. Approved the purchase for the Taylorsport & Allen Fork Pump Parts with MultiSmart & MAS Upgrades to the Xylem, Inc. for the quoted costs of $276,531.25.
  8. Approved the use of the State of Kentucky’s contract with Carahsoft /Zoom (MA7581700001211) to proceed with the implementation of a new phone system. Pricing is locked in for the next 3 years on this cooperative contract.
  9.  Awarded a contract for the construction of the W6 Phase II-C Collection Piping & Force Main Improvements to the low bidder, Lykins Contracting, LLC., at the unit prices submitted with their bid for a total of $25,100,306.00.
  10. Approved the change order for the Waterworks Phase IV Sanitary Sewer for an amount not to exceed $173,408.00.
  11. Awarded contracts for the Property Appraisal / Acquisition Services MSA to all proposers, Dunrobin Associates LLC., Integra Realty Resources, David Schoepf and Associates Inc., and O.R. Colan Associates LLC. for the rates submitted in their proposals.
  12. Approved four new requests for reservation of sanitary sewer capacity.
  13. Approved the Stormwater Public Cost-Share Program with the City of Dayton located at 3rd/4th at Walnut for a total SD1 cost of $120,000.00.
  14. Approved the listed assets as surplus property and authorized the staff to proceed with their disposal through public auction.
