Board Meeting News Flash

The following action items passed by majority vote during the regular meeting of the Sanitation District No. 1 Board of Directors held Tuesday, January 19.

1.  Dry Creek WWTP Effluent Disinfection Equipment and Chemical Storage Tank Replacement     

The Board award a contract to the Henry P. Thompson Company in the amount of $73,258.00 to furnish the Chemical Metering Pumps and a contract to JAGS Environmental in the amount of $48.685.00 to furnish the chemical storage tanks.

The Dry Creek WWTP uses 12.5% sodium hypochlorite as its primary disinfectant. The tanks used to store this chemical are 16 years old; the chemical feed equipment is 13 years old, and these assets are all past their useful lives. Replacing this equipment will ensure the maintenance of regulatory compliance and the protection of the environment and public health downstream of the plant’s discharge.

2.    Reservation of Sanitary Sewer Capacity

Two new requests for reservation of sanitary sewer capacity were approved at the January 2021 meeting.

The reservation of capacity program provides SD1 with knowledge of development, an opportunity to assess system capacity, track committed capacity in balance with system operations and capital improvements, and provide developers assurance of capacity.  This process benefits the communities served by SD1 by providing planning tools for economic vitality.

3.    Storm Water Private Cost-Share 

A request from the City of Ft. Mitchell was approved during the January 2021 meeting. This project will address flooding of private properties located on Harvard Drive and Kathleen Drive. 

The SD1 Private Cost-Share Program is aimed at assisting co-permittees in addressing private storm water issues that may have a public impact. Only co-permittees may apply for financial assistance through the program. This program was developed because long before SD1 assumed control of the region’s storm water management, cities and counties owned and maintained storm water infrastructure; regulations were less stringent; drainage plans were not always a priority; and storm pipes were often inadequate or never formally dedicated to public ownership. The result is a storm system that has a mix of privately and publicly owned infrastructure that can become overwhelmed by wet weather events in some areas. Currently the SD1 reimbursement is one-third up to $10,000 of the cost.

4.    Keavy Road Pump Station Stabilization Cost-Share Agreement 

The Board approved a cost-share agreement with the City of Taylor Mill for a project to stabilize a SD1 pump station and protect future damage to sanitary sewers due in part to landslide at Keavy Road. SD1 will partner with Taylor Mill to partially fund the construction of a pier wall that will stabilize the road and SD1 assets. The finished pier wall will be a city-owned asset. This collaborative agreement with the City of Taylor Mill allows for a mutually beneficial partnership that protects the health and safety of the ratepayers while also protecting the assets of the District.

SD1 is responsible for the collection and treatment of northern Kentucky’s wastewater and also serves as the regional storm water management agency. SD1 is the second largest public sewer utility in Kentucky, serving more than 312,000 residents throughout Boone, Campbell and Kenton counties. SD1 maintains approximately 1,662 miles of sanitary-sewer system pipeline, 124 wastewater pumping stations, 15 flood pump stations, seven package treatment plants, three major wastewater treatment plants, 428 miles of storm-sewer system and 32,728 storm-sewer structures.
