Board Meeting News Flash

The following action items passed by majority vote during the regular meeting of the Sanitation District No. 1 Board of Directors held Tuesday, November 17, 2020:

1. Licking River Equalization Tank and Wet Weather Pump Station     

A contract was awarded to Dugan & Meyers LLC, for the construction of the Licking River Equalization Tank and Wet Weather Pump Station Facility Project in the amount of $10,648. 

The SD1 Consent Decree requires that, by the year 2040, no Sanitary Sewer Overflows (SSOs) may activate during a typical year rainfall. The standard used to measure a typical year of rainfall is based on the amount of rainfall that occurred during the calendar year 1970 at the Greater Cincinnati Airport. This project, including the 12-inch siphon and upstream conveyance piping improvements, will reduce SSO volume in the SD1 system by 41 percent, or 47 MG when complete. This project, in conjunction with the other capital projects included in the FY 2021 CIP budget, will ensure that SD1 achieves these percent reductions by specified milestone dates.

2. Lakeview Force Main Partial Replacement

A contract was awarded to Smith & Brown Contractors, Inc., for the construction of the Lakeview Force Main Partial Replacement – Dixie to Buttermilk in the amount of $1,359,196. 

The improvements to the Lakeview Force Main will reduce the risk of future force main failure and any associated release of raw sewage to the environment by eliminating two air release valves and replacing corrosion-prone pipe with that of a material that is resistant to sewer gases.

3. Reservation of Sanitary Sewer Capacity

One new request for reservation of sanitary sewer capacity was approved at the November 2020 meeting.

The reservation of capacity program provides SD1 with knowledge of development and an opportunity to assess system capacity, track committed capacity in balance with system operations and capital improvements, and provide developers assurance of capacity. This process benefits the communities served by SD1 by providing planning tools for economic vitality.

4. Fitzgerald at Forest Avenue Storm Water and Sanitary Sewer Improvements

Approval to move forward with next steps of the Fitzgerald at Forest Avenue Storm Water and Sanitary Sewer Capital Improvements was granted by the Board.  

As part of the Fiscal Year 2021 budget, each storm water capital improvement project must be individually vetted by the Board for approval prior to moving forward. Staff presents the priority matrix criteria, community benefits, impacts of varying design storm to the project site, current level of service, pictures and other relevant data, along with possible solutions including the associated costs for the Board to consider. This project, when complete, will address flooding at the intersection of Fitzgerald Court and Forest Avenue and also multiple homes experiencing surface flooding around this low-lying intersection. The sanitary sewer portion of the project will address pipe upsizing needs as required by Updated Watershed Plan and eliminate existing SSO locations for the typical year of rainfall within this stretch of sanitary sewer.

SD1 is responsible for the collection and treatment of northern Kentucky’s wastewater and also serves as the regional storm water management agency. SD1 is the second largest public sewer utility in Kentucky, serving more than 312,000 residents throughout Boone, Campbell and Kenton counties. SD1 maintains approximately 1,662 miles of sanitary-sewer system pipeline, 124 wastewater pumping stations, 15 flood pump stations, seven package treatment plants, three major wastewater treatment plants, 428 miles of storm-sewer system and 32,728 storm-sewer structures.
