Special Meter

PLEASE NOTE: Due to the proposed change in our rate structure, 2008 will be the FINAL YEAR for the special meter program for RESIDENTIAL customers.

Sanitation District No. 1 allows a special meter to be used to measure the amount of water not discharging into the sanitary sewer system. This would include water used for lawn sprinkler systems or outside hose connections. Special meters are optional and must be purchased and permanently installed at the discretion and expense of the homeowner. Click here for information on where to purchase a special meter.

In order to qualify for a special meter refund, customers must complete and submit a special meter application form and agree to follow all the rules and regulations that the District's Board of Directors have set for the special meter use. Customers should read and understand these regulations prior to installing the meter.

You must register your special meter WHEN it is installed by submitting your registration card, PRIOR to using the meter.

Please Note: The regulations require that all special meters register in the same unit of measurement, gallons or cubic feet, as the main water supply meter. Should a customer's water district change the main water supply meter, the customer's special meter may need to be changed as well, in order to match any changes in the unit measurement.

Once a year, the District will provide a refund for water measured through the special meter. Typically this process will begin with mailings that occur in the fall of each year, requesting consumption readings for all special meters. By comparing the new reading(s) to those submitted the prior year, the District will issue a credit towards the end of the current year, or the beginning of the following year, in the form of a refund check. The District will not issue a credit for reading information prior to the current annual refund period. Please note that failure to register a new or existing special meter will disqualify the account holder for a refund for the current annual refund period.

Customers that move from a premise with a special meter may contact the District's Account Services Department to submit a final reading for refund. Customers that move into a premise with an existing special meter must complete a new special meter application form before a refund will be calculated.

The District reserves the right to inspect and test any special meter as needed to verify compliance with all regulations. Violation of any water or sewer ordinance may result in the nullification of special meter readings and refunds issued from those readings.

Large commercial or industrial accounts may be eligible to receive refunds on a basis other than annually. The District will review these requests individually.

Rules & Regulations - Section 403 Auxiliary and Special Meters

Section 1 - General
  1. Auxiliary or special meters shall be installed at the expense of the owner. No meter shall be installed before approval of the installation is granted by the General Manager. All meters must be installed in accordance with standards, rules and regulations of the applicable public water supplier.

Section 2 - Special Meters
    All requests for installation of special meters and reductions in sewer service charges must be in writing, using the special meter installation form, to the District's Account Services Department.

  1. Special Meter Requirements - An approved, permanently installed special meter (no hose connections or portable meters) designed for measurement of water flows must be used to measure all water that does not enter the sewer system. All special meters must be registered in the same units (gallons or cubic feet) as the public water supply meter, which serves the user.

  2. Meter Approval - All special meters must be approved by the District to receive credit. It shall be the responsibility of the user to verify that the water does not enter the sewage system. Only water measured with the approved special meter shall qualify for a reduction in sewer service charges. Where a portion of the special metered water discharges to the WTS, only partial credit will be given based on information supplied by the user and as determined by the Sanitation District. No refunds, credits, reductions or allowances will be given covering any period prior to the date the General Manager approves the request for installation of a special meter.

  3. Right to Inspect Meters - The District reserves the right to enter a user's premises, to inspect the installation of all special meters and to verify all readings. If completed forms do not correspond with actual readings, then all reductions will be based on meter readings.

  4. Special Meter Responsibility - The District assumes no responsibility for installation, maintenance or mechanical condition of the meter. No reductions will be approved if the meter fails to operate properly. No estimated readings will be acceptable as a basis for reduction in sewer service charges. If a meter is suspected of faulty registration, the General Manager may order a test and/or replacement of the meter.

  5. Meter Reading Submittal - The user is responsible for reporting all readings to the District. The District assumes no responsibility for the readings until received at the main office. All readings must be recorded on the official form provided by the District and mailed to the District's main office. Forms will be automatically forwarded to the user on a yearly basis. All reductions will be computed based on the District's current approved rate schedules in effect at the time the water was used.

  6. Meter Reading Time Limit - No reduction in a user's sewer service charge will be allowed for accounts that have been inactive for a period of twelve (12) months or more since the last form was submitted.

  7. Special Meter Refund Limitations - Requested reductions or credits to a user's sewer service charge will not be greater than a minimum bill per current approved rates, for the applicable billing period. The amount of reduction associated with a special meter credit cannot amount to more than the total sewer service charges associated with the usage from the water supply meter(s) for the same period of time.
