Storm Water Fee

General Info
Who pays the fee?
Property owners, including schools, churches and local governments in the Storm Water Service Area, as defined by the Kentucky Division of Water, are required to pay. Those who are not currently served by SD1 have to pay if they own property within the identified service area. Properties classified as agricultural or unimproved properties may be exempt from the fee.

When did this start?
Beginning in August 2003, SD1 quarterly bills included the new storm water fee.

What does the average homeowner pay?
All residential properties, defined as detached single-family homes and duplexes on a single parcel, pay a flat monthly fee of $4.30, which will appear on the quarterly bill as a charge of $12.90.

What do non-residential owners pay?
Non-residential properties will pay a fee based on the amount of impervious area on the property. Impervious areas include pavement, rooftops, driveways, parking lots, sidewalks and other hard surfaces that prevent rain from soaking into the soil. A Northern Kentucky survey concluded that the typical residential property contains 2,600 square feet of impervious area. This value is known as the equivalent residential unit or ERU. The monthly storm water rate for non-residential properties is $4.30 per ERU.

For example: If a property contains 26,000 square feet of impervious surface, this would equate to 10 ERUs. This non-residential property owner would pay a monthly fee of $43.00, which appears on the quarterly bill as $129.00.

26,000 sq. ft/2,600 sq. ft = 10 ERUs
10 ERUs x $4.30 = $43.00

Non-residential properties may reduce their quarterly storm water fee through the implementation of storm water controls that address a combination of peak volume and/or water quality impacts. For a copy of the District's Regional Storm Water Management Credit Policy, click here.
