The District has been working with U.S. EPA in the evaluation of watershed-based permitting approaches (Watershed based Permitting Feasibility Assessment, March 2004). Using the Banklick Creek Watershed as a model, the District has developed a conceptual framework for permitting discharges on a watershed level and taking a comprehensive approach to improving water quality. The District will continue to explore the feasibility of implementing this model with the various state and federal regulatory agencies.
