The District’s recently negotiated consent decree features an innovative watershed approach that will comprehensively assess the cumulative impacts of pollution sources on receiving waters. A holistic, watershed approach is central to water quality assessments in that identification of control strategies must include all sources of pollution affecting water quality. Better integration of programs and activities at the watershed level will provide economies of scale with respect to monitoring and reporting, protecting water quality and reducing the impacts of CSOs and SSOs.
