Assessment projects provide the extension of a sanitary sewer collection system into existing communities and neighborhoods or developments lacking centralized sanitary sewer facilities. Prior to the extension of the collection system, these communities are typically using an on-site disposal system, such as septic tanks, lateral fields, and seepage pits. These on-site systems are not the most favorable wastewater disposal options for densely populated neighborhoods and may pose a health risk. Failing septic systems may allow untreated human waste to eventually be discharged into the environment.
The provisions of KRS Chapter 220 authorize the District to extend sanitary sewer facilities to previously unsewered areas at the request of those to be directly served by such facilities. The property owners that are to be served by the new collection system are responsible for the costs of the sewer extension project. The District offers multiple payment options for our assessment projects, which are outlined in the guidelines and procedures of the program (see below).
