David K. Noran, P.E., P.L.S, is the President of Cardinal Engineering, a Licensed Civil Engineer in the States of Ohio, Kentucky, and Indiana, and a Licensed Professional Land Surveyor in the State of Kentucky with over 40 years of experience.
He has a rare combination of over 45 years of experience in local government (former city manager of Ft. Thomas, KY), development, construction, and the design profession to enable successful completion of creative, sophisticated, and challenging developments.
Noran received a Bachelor of Science degree in Civil Engineering, as well as Electrical Engineering from the University of Cincinnati. He is also affiliated with both the Kentucky Society of Professional Engineers and the National Society of Civil Engineers.
