The District has divided the three-county area into four major basins, which were further subdivided into 16 smaller watersheds to allow for more development and implementation of projects on a smaller and more manageable scale. Watershed Plans will be developed for each of the region's four major watershed basins to strategically identify, evaluate, prioritize and correct the principal pollution factors unique to each area.
Each Watershed Plan shall include components for a Long Term Control Plan (LTCP) and Sanitary Sewer Overflow Plan (SSOP). The LTCP component of the Watershed Plans shall conform to the CSO Control Policy. The SSOP component of the Watershed Plans shall specify remedial measures to eliminate SSOs. The Watershed Plans shall include expeditious and prioritized schedules, deadlines, and timetables for remedial measures that will bring the District's CSOs into full compliance with water quality standards, and that will eliminate SSOs as soon as practicable based on sound engineering judgment.
